Norfolk board previews 20-article warrant, approves fiscal 2027 budget

Norfolk Select Board previews 20-article warrant ahead of May 13 Town Meeting. The board unanimously approved the fiscal 2027 budget, delayed until voters settled a debt exclusion question, before Town Administrator Gary walked residents through the warrant. The lone capital item is $30,000 for a water department mapping system upgrade, and every hydrant in town is now working, officials said.

Recreation Director Josh Walther described plans to replace 15-year-old backstop netting at the Freeman Kennedy and Pond Street baseball fields after foul balls began escaping toward a walking trail and Route 115. Planning Director Richard McCarthy previewed Article 20, which would allow a fourth floor in the B1 downtown zone "but allow for a fourth floor" while keeping maximum building heights unchanged. A separate zoning article, Article 19, has been withdrawn by the Planning Board.
