Board of Health · Meeting of August 25, 2026

Norfolk's Board of Health reviewed shared-well regulations tied to a 32-unit 40B project at 373 Main Street and unanimously approved its July 28 minutes. Chair Andy Bakinowski, Vice Chair Josephine Cordahi and Clerk John Bowman heard that the development's 11 to 12 wells could trigger public-water-supply status if usage exceeds the state's 25-person shared-well limit, especially given proximity to City Mills Pond. New regional tobacco agent Katarina Koliofska-Tobago told the board Norfolk's five retailers logged zero violations across three to four compliance checks and five educational inspections in the past year.

Members also learned the Licensed Site Professional overseeing a long-stalled environmental cleanup site resigned effective August 16, with "no LSP" currently named, and discussed a newly signed state law allowing eminent domain pursuit over a long-vacant hospital if no operator emerges by a November deadline. Both items on the agenda, the minutes and the final adjournment, passed by unanimous voice vote.
