Planning Board backs data center moratorium

Norfolk Planning Board votes 5-0 to recommend a data center moratorium for town meeting. The board spent Monday's hearing rewriting the proposed bylaw, modeled on one Mansfield adopted earlier in 2026, after member Daniel Sieger warned it read as though regulations allowing data centers were a foregone conclusion. "I'd like to make sure it's clear... the outcome hasn't been predetermined," Sieger said, a concern Vice Chair Melissa Meo said she shared.
The board cut a "small scale" qualifier from the definition of data centers, added "which may include prohibition" to its study language, and set the pause to run until January 1, 2028, unless town meeting adopts permanent rules sooner. The amended bylaw now heads to the November 10 Special Town Meeting warrant.
