Other Committee · Meeting of October 6, 2026

NORFOLK — The Fire Station Building Committee voted, with one member opposed, to install an underground chamber drainage system at the new fire station, capping added costs at $262,000. Project manager Steve Lee of Beta Group told the committee that crews hit ledge rock and rising groundwater while excavating the site's stormwater basin in September, halting work. Engineer Marissa of Niche Engineering presented two fixes: a deeper bioretention rebuild requiring two feet of ledge removal, or a subsurface chamber system that keeps the ledge in place and tops the area with grass.

One member warned the ledge-removal option risked becoming "a bathtub" that would not drain. The committee also weighed a disputed $25,000 Sanborn Head proposal for groundwater monitoring wells, questioning its use of a GeoProbe rig "in Norfolk, it's rock." Members separately approved minutes from May 20 and July 29 before moving into executive session over litigation strategy.
