Norfolk panel tables zoning votes, backs six routine warrant articles

Norfolk Advisory Committee reviews zoning fixes for the 40B problem and a $1.4 million budget gap. Planning Board representatives Rich McCartney and Gary Sullivan presented draft warrant articles offering density bonuses of 20 to 40 percent for open space subdivisions and B-1 business district changes allowing buildings up to four stories and 46 feet, saying "every single family development that's happened in the year has been a 40B" in the last eight years. Neither article has a Planning Board recommendation yet; both were continued to an April 14 hearing.

Budget presenter Rob Garrity said the town's deficit stands at $1.4 million after $290,000 in further cuts, not counting the Tri-County regional school assessment, which hinges on a debt exclusion question at the town election in about five weeks. The committee also learned nonprofit libraries, including Norfolk's, lost federal authorization to process passports as of Feb. 13. Members approved six of 20 warrant articles, including Chapter 90 highway funds and Community Preservation Committee distributions, tabling the rest.
