Norfolk panel votes to rebuild fire station's failed drainage basin

Norfolk Fire Station Building Committee orders contractor to rebuild a failed drainage basin rather than pay for a costly redesign. Members voted 5-0 to have the contractor rebuild the basin to original specifications after a redesigned underground infiltration system came back priced at $221,750 to $245,175, about three times a roughly $80,000 estimate discussed in December. Vertex project manager Steve Kinney said soil testing found excess clay and silt had created a "membrane" blocking drainage.

The town has already spent nearly $19,400 investigating the defect and withheld $84,000 from the contractor's pay requisition. The committee separately approved another $20,000 for Vertex and flagged $50,000 to $60,000 in Mass Save incentives at risk over an energy-reporting error.
